Investment Committee 

The Investment Committee meets once every quarter and is responsible for formulating, implementing and monitoring the investment management policies of the Fund to achieve the objective of the Fund. The Investment Committee also assumes a supervisory and guidance role on the investment decisions made by the Manager.
 
The Investment Committee will ensure that the investment views of the Manager are reasonable and that the strategies proposed are appropriate. Specifically, the Investment Committee will be required to approve the investment strategy covering the following areas:
•         asset allocation for the Fund;
•         sector allocation for the Fund;
•         portfolio risk guidelines for the Fund;
•         broker/dealer selection; and
•         investment criteria.

Mr. Chew Seong Aun
(non-independent,
non-executive/
Chairman)
 
  • Mr Chew Seong Aun obtained a Bachelor of Science (Eng) degree in Civil Engineering (Honours) in 1986 from Imperial College, University of London and is an ICAEW (Institute of Chartered Accountants In England and Wales) qualified Chartered Accountant (FCA) which he obtained subsequently via training and working with KPMG London. 
  • Mr Chew was appointed to the Investment Committee of Hong Leong Asset Management ("HLAM") as Chairman and member on 13 November 2013. On 1 January 2017, he was appointed to the Board of Directors of HLAM as Chairman.  
  • Mr. Chew has over 30 years of experience in finance and banking.
  • He spent 5½ years with KPMG London and then worked with Gulf International Bank in their London and Bahrain offices for approximately 6 years of which his last position was the Head of Financial Audit.
  • Mr. Chew then returned to Malaysia working in Citibank’s Consumer Business as its Business Controller before being its Consumer Chief Financial Officer (“CFO”). He spent 8 years with Citibank Malaysia.
  • He then spent about a year as a General Manager at Vsource Asia Berhad, a business process outsourcing firm before returning to banking as UOB Malaysia’s CFO in September 2005.
  • Shortly after a year, he then joined Hong Leong Financial Group Berhad in November 2006 as its CFO.

Mr. Hoo See Kheng

  • Mr Hoo See Kheng obtained a Bachelor of Commerce, majoring in Accounting and Finance from University of New South Wales Australia and a post-graduate diploma in System Analysis and Design from Japan-Singapore Institute of Software Technology. Mr Hoo is also a member of the Malaysian Institute of Accountants and a Certified Information System Auditors, United States of America. He obtained his Capital Markets Services Representative’s license from the Securities Commissions on 22 October 1998.
  • Mr Hoo joined HLAM on 1 March 2014. He was appointed as an Executive Director of HLAM on 27 March 2014 and subsequently on 12 May 2014, appointed as Chief Executive Officer. He was also appointed as an Investment Committee member with effect from 14 April 2014.
  • Mr Hoo has more than eighteen years experience in the financial industry; mainly in areas of asset management and unit trust.
YBhg Dato’ Abdul Majit bin Ahmad Khan

  • YBhg Dato’ Abdul Majit bin Ahmad Khan holds a Bachelor of Economics (Honours) from the University of Malaya.
  • YBhg Dato’ Abdul Majit was appointed to the Board of Directors of HLAM on 16 May 2005. He was also appointed as an Investment Committee member on 8 April 2005.
  • YBhg Dato’ Abdul Majit was formerly the Ambassador of Malaysia to the People’s Republic of China, a post he has held for seven years until his retirement in January 2005. He was a career Diplomat, joined the Administrative and Diplomatic Services in 1970.
  • In his 34 years of service, YBhg Dato’ Abdul Majit has served in the Prime Minister’s Department as well as several Malaysia Missions abroad and senior positions in the Ministry of Foreign Affairs, Malaysia.
  • YBhg Dato’ Abdul Majit was appointed to the Board of HLAM on 16 May 2005. He was also appointed as an IC member on 8 April 2005.
  • YBhg Dato’ Abdul Majit is the Chairman of ML Global Bhd and a Director of OSK Holdings Berhad, Dutaland Berhad and Zecon Engineering Berhad, companies listed on the Main Market of Bursa Malaysia Securities Berhad. He was previously the Chairman of Hong Leong Islamic Bank Berhad. 
Puan Azdini binti Nor Azman
(independent)
  • Puan Azdini was appointed as a member of the Investment Committee of Hong Leong Asset Management on 9 October 2015.
  • She obtained a Bachelor of Commerce in Finance from the University of Otago, New Zealand.
  • Puan Azdini has extensive experience of more than 17 years in money market and fixed income securities.
  • She is presently the Head of Global Islamic Markets of Hong Leong Islamic Bank Berhad.
  • Prior to this, Puan Azdini was with various organisations including MIDF Amanah Investment Bank Bhd, Bank Islam (M) Berhad, CFC Seymour Limited, Bank Muamalat Malaysia Berhad and her last position was Head of Fixed Income (Shariah) in Asian Islamic Investment Management Sdn Bhd, a subsidiary of Affin Hwang Asset Management Bhd.

 

Shariah Adviser of the Funds

IBFIM has been appointed as the Shariah adviser for four of our Shariah-compliant Funds, namely Hong Leong Dana Makmur, Hong Leong Dana Maa’rof, Hong Leong Islamic Income Management Fund and Hong Leong Dana Al-Izdihar.
 
As Shariah Adviser, IBFIM will ensure the operations and investments of the Fund are in compliance with Shariah requirements. IBFIM will review the Fund's investments on a monthly basis to ensure adherence with Shariah requirements at all times. In the end, the final responsibility to ensure Shariah compliancy of the Fund rests solely with the Manager.
 
IBFIM was incorporated as a company limited by guarantee and not having share capital in Malaysia under the Companies Act, 1965 on 15 February 2007.  IBFIM is registered with the SC to act as a Shariah Adviser for Shariah-compliant collective investment schemes. IBFIM is also involved in Shariah-compliant private mandates as well as the Shariah Adviser for Islamic REITs and Islamic asset management houses.

Haji Azizi Che Seman 
Chairman, IBFIM Shariah Committee
  • Haji Azizi Che Seman is currently a senior lecturer at the Department of Shariah and Economics, Academy of Islamic Studies, University of Malaya, a position he has held since 2002. He has been appointed as the Chairman of IBFIM Shariah Committee effective on October 2017. He is also the Chairman of the Shariah Committee of Bank Muamalat Malaysia Berhad and the Chairman of the Shariah Advisor of AIBIM.  
  • In terms of qualification, he holds a Master Degree in Economics from International Islamic University of Malaysia in 2001 and a Bachelor of Shariah from University of Malaya in 1996. His specialisation areas are in Islamic Capital Market, Islamic Economics, Fiqh Muamalat and Islamic Research Methodology. 
Dr. Ahmad Zakirullah Bin Mohamed Shaarani 
Managing Advisor (Shariah)
  • Dr. Ahmad Zakirullah is a member of Shariah Committee of the United Overseas Bank Malaysia Berhad.  He joined IBFIM in February 2008.  He is responsible in providing Shariah input on the advisory, consultancy and research functions with regard to Islamic banking, takaful, Islamic capital market and Shariah-compliant funds.  Prior to joining IBFIM, he served at University Sains Islam Malaysia and PTPL College.  
  • He obtained his Diploma of Shariah Islamiyyah (Hons) from Higher Institute of Islamic and Arabic Language (MADIWA), Perak, Bachelor of Shariah Islamiyyah (Hons) Degree from Al-Azhar University, Egypt, Master’s Degree (Hons) of Islamic Revealed Knowledge and Heritage (Fiqh and Usul al-Fiqh) from the International Islamic University Malaysia and Doctor of Philosophy of Usul al-Fiqh from University of Malaya.  He is the designated person responsible for Shariah matters related to the Shariah-compliant funds management-related activities.
Muhammad Khairulnizam Bin Alias 
Consultant (Shariah)
  • En. Muhammad Khairulnizam, a graduate of Bachelor of Islamic Revealed Knowledge and Heritage (Fiqh and Usul al-Fiqh) (Hons) Degree from International Islamic University Malaysia (IIUM). Prior to joining IBFIM, he has worked as a customer service and technical support.  
  • Currently, he is responsible in providing Shariah input on the advisory, consultancy and research functions with regard to Islamic banking, takaful, Islamic capital market and Shariah-compliant unit trust funds, including but not limited to conduct surveillance on non-financial institutions activities. He is experienced in conversion of conventional product to Islamic as well as audit and review for many financial institutions.  He is the designated person responsible for Shariah matters related to the Shariah-compliant funds management-related activities.
