Investment Committee 

The Investment Committee meets once every quarter and is responsible for formulating, implementing and monitoring the investment management policies of the Fund to achieve the objective of the Fund. The Investment Committee also assumes a supervisory and guidance role on the investment decisions made by the Manager.
The Investment Committee will ensure that the investment views of the Manager are reasonable and that the strategies proposed are appropriate. Specifically, the Investment Committee will be required to approve the investment strategy covering the following areas:
•         asset allocation for the Fund;
•         sector allocation for the Fund;
•         portfolio risk guidelines for the Fund;
•         broker/dealer selection; and
•         investment criteria.

Mr. Chew Seong Aun
  • Mr Chew Seong Aun obtained a Bachelor of Science (Eng) degree in Civil Engineering (Honours) in 1986 from Imperial College, University of London and is an ICAEW (Institute of Chartered Accountants In England and Wales) qualified Chartered Accountant (FCA) which he obtained subsequently via training and working with KPMG London. 
  • Mr Chew was appointed to the Investment Committee of Hong Leong Asset Management ("HLAM") as Chairman and member on 13 November 2013. On 1 January 2017, he was appointed to the Board of Directors of HLAM as Chairman.  
  • Mr. Chew has over 30 years of experience in finance and banking.
  • He spent 5½ years with KPMG London and then worked with Gulf International Bank in their London and Bahrain offices for approximately 6 years of which his last position was the Head of Financial Audit.
  • Mr. Chew then returned to Malaysia working in Citibank’s Consumer Business as its Business Controller before being its Consumer Chief Financial Officer (“CFO”). He spent 8 years with Citibank Malaysia.
  • He then spent about a year as a General Manager at Vsource Asia Berhad, a business process outsourcing firm before returning to banking as UOB Malaysia’s CFO in September 2005.
  • Shortly after a year, he then joined Hong Leong Financial Group Berhad in November 2006 as its CFO.
Mr. Hoo See Kheng
Executive Director)
  • Mr Hoo See Kheng obtained a Bachelor of Commerce, majoring in Accounting and Finance from University of New South Wales Australia and a post-graduate diploma in System Analysis and Design from Japan-Singapore Institute of Software Technology. Mr Hoo is also a member of the Malaysian Institute of Accountants and a Certified Information System Auditors, United States of America. He obtained his Capital Markets Services Representative’s license from the Securities Commissions on 22 October 1998.
  • Mr Hoo joined HLAM on 1 March 2014. He was appointed as an Executive Director of HLAM on 27 March 2014 and subsequently on 12 May 2014, appointed as Chief Executive Officer. He was also appointed as an Investment Committee member with effect from 14 April 2014.
  • Mr Hoo has more than eighteen years experience in the financial industry; mainly in areas of asset management and unit trust.
YBhg Dato’ Abdul Majit bin Ahmad Khan
(independent, non-executive)
  • YBhg Dato’ Abdul Majit bin Ahmad Khan holds a Bachelor of Economics (Honours) from the University of Malaya.
  • YBhg Dato’ Abdul Majit was appointed to the Board of Directors of HLAM on 16 May 2005. He was also appointed as an Investment Committee member on 8 April 2005.
  • YBhg Dato’ Abdul Majit was formerly the Ambassador of Malaysia to the People’s Republic of China, a post he has held for seven years until his retirement in January 2005. He was a career Diplomat, joined the Administrative and Diplomatic Services in 1970.
  • In his 34 years of service, YBhg Dato’ Abdul Majit has served in the Prime Minister’s Department as well as several Malaysia Missions abroad and senior positions in the Ministry of Foreign Affairs, Malaysia.
  • YBhg Dato’ Abdul Majit was appointed to the Board of HLAM on 16 May 2005. He was also appointed as an IC member on 8 April 2005.
  • YBhg Dato’ Abdul Majit is the Chairman of ML Global Bhd and a Director of OSK Holdings Berhad, Dutaland Berhad and Zecon Engineering Berhad, companies listed on the Main Market of Bursa Malaysia Securities Berhad. He was previously the Chairman of Hong Leong Islamic Bank Berhad. 
Puan Azdini binti Nor Azman
  • Puan Azdini was appointed as a member of the Investment Committee of Hong Leong Asset Management on 9 October 2015.
  • She obtained a Bachelor of Commerce in Finance from the University of Otago, New Zealand.
  • Puan Azdini has extensive experience of more than 17 years in money market and fixed income securities.
  • She is presently the Head of Global Islamic Markets of Hong Leong Islamic Bank Berhad.
  • Prior to this, Puan Azdini was with various organisations including MIDF Amanah Investment Bank Bhd, Bank Islam (M) Berhad, CFC Seymour Limited, Bank Muamalat Malaysia Berhad and her last position was Head of Fixed Income (Shariah) in Asian Islamic Investment Management Sdn Bhd, a subsidiary of Affin Hwang Asset Management Bhd.


Shariah Adviser of the Funds

BIMB Securities Sdn Bhd (BIMBSEC) has been appointed as the Shariah adviser for four of our Shariah-compliant Funds, namely Hong Leong Dana Makmur, Hong Leong Dana Maa’rof, Hong Leong Islamic Income Management Fund and Hong Leong Dana Al-Izdihar.
BIMBSEC is a stockbroking subsidiary of BIMB Holdings Berhad and was incorporated on 21 February 1994.
The corporate mission of BIMBSEC is to be an active participant in a modern, innovative and dynamic Islamic capital market of Malaysia, catering for the needs of both Muslims and Non-Muslims investors looking for Shariah-compliant investment products and services.
As the Shariah Adviser, the role of BIMB Securities Sdn Bhd is to ensure that the investment operation and management of the Funds are in compliance with Shariah requirements. The Shariah Adviser reviews the Funds’ investments on a monthly basis to ensure Shariah compliance and it also reviews all the Funds’ interim and annual reports.
BIMBSEC is also registered with the Securities Commission Malaysia to act as a Shariah Adviser for Shariah-compliant products and services regulated by the SC. To date, BIMB Securities is a Corporate Shariah Adviser to nine (9) fund management Companies and has over eighty (80) Islamic Collective Investment funds under its supervision.

The profile of the designated Shariah person is as follows:

Ir. Dr. Muhamad Fuad bin Abdullah 
  • Ir. Dr. Muhamad Fuad bin Abdullah (Dr. Muhamad Fuad), the designated person in-charge of all Shariah matters in BIMB Securities Sdn Bhd (BIMBSEC) is appointed on 1 June 2011. He was concurrently appointed to the Shariah Advisory Committee of BIMBSEC.
  • He graduated with a Bachelor of Science Degree in Electrical Engineering in 1977 and a Master of Philosophy Degree in Electrical Engineering in 1982, both from the University of Southampton, England. He also obtained a Bachelor of Arts Degree in Shariah from the University of Jordan in 1994 and a Doctor of Philosophy in Muslim Civilization from the University of Aberdeen, Scotland in 1996.
  • He is a registered Shariah Adviser with the Securities Commission Malaysia (SC) since 2010. Currently, he also serves as the chairman of the Shariah committee of MIDF Group of Companies.
  • He sits on the boards of Gagasan Nadi Cergas Berhad, Mesiniaga Berhad, PNB Commercial Sdn Bhd, Universiti Tun Abdul Razak Sdn Bhd, Universiti Sains Islam Malaysia (USIM), USIM Tijarah Holdings Sdn Bhd and Institut Kefahaman Islam Malaysia (IKIM), a public company limited by guarantee.
  • Until early this year, Dr. Muhamad Fuad has been an executive committee member of the Association of Shariah Advisers for Islamic Finance (ASAS) since its inception in 2012. He now chairs the Association’s Professional Development Committee. He is the chairman of the Advisory Panel of the Faculty of Syariah and Law of USIM since 4th October 2016.
  • Dr. Muhamad Fuad is a recipient of the National Book Award 2015 for his book published by IKIM entitled "The influence of Islam Upon Classical Arabic Scientific Writings: An examination of the Extent of Their Reference to Quran, Hadith and Related Texts".
